Cheikh O. Toure is a highly accomplished Senior International Development Professional with over two decades of experience in managing and implementing donor programs across Africa, Asia, and the Middle East. His expertise spans compliance, ethics, and cloud-based ERP systems, with a particular focus on international development and Rule of Law. Mr. Toure has successfully overseen multimillion-dollar projects emphasizing Governance, Rule of Law, and Security Sector Reform, demonstrating his ability to lead multicultural teams in diverse environments.

Mr. Toure’s career highlights include his role as Senior Programme Officer and Head of Law Enforcement at the UNODC – ROSEN office in Cote d’Ivoire, where he established and transformed the office into a fully functional entity, significantly contributing to the fight against Transnational Organized Crime. He has also played a pivotal role in many initiatives such as the Integrated Border Stabilization Mechanism (IBSM)  and the ECOWAS Regional Action Plan, addressing illicit drug trafficking and organized crime across West Africa.

In addition to his professional achievements, Mr. Toure holds a Master of Science in Foreign Service (MSFS) in International Development from Georgetown University and a Diplome Supérieur d’Administration et de Management from Institut Supérieur de Management in Dakar, Sénégal. His fluency in both French and English further enhances his ability to communicate and collaborate with diverse teams and stakeholders.
